    Yes... It was his reflection. Watch it again. The beginning of the scene shows the back of the Governors head then camera moves to the right just over his shoulder. The image you're looking at is what the Governor sees in the mirror. When Milton walked in the camera backed up and you can see the Governor turn around and clear as day see the mirror in the background.

    Everyone is just repeating that the governor is at a mirror. Let's actually ask why it is the way it is.

    The question you have to ask yourself is... Where is the camera?

    If the camera is IN the mirror looking at the governor, you would have everything transversed -- in which case, the Gov. left eye is injured.

    However, this isn't the case. It appears that the camera would be placed over his right shoulder and we (the audience) are looking into the mirror WITH him. Go to a mirror right now, look in.. From that perspective.. Left is left, right is right. The eye on the right of the screen is injured, and that is his right eye.

    What also hurts the scene, and makes it more confusing is that Milton appears over his left shoulder. The governor turns around to the left. The camera then switches angles and sides to give us the look of the governor from the perspective of Milton, where NOW.. The picture is transversed -- his right eye is on the left side of the screen.

    So, the Gov.’s bad eye has jumped sides, what’s next? Herschel’s will jump sides? Merle’s missing hand? Will Andrea jump sides (again)?

    Kind of reminds me of Young Frankenstein;

    Dr. Frankenstein “Wait, your hump – Didn’t it use to be on the other side”?
    Igor “What hump”?

    DUDE! You can see the glare from the mirror on his face and when he turns around, SHOCKER, THERE IS A MIRROR BEHIND HIM!!!!
