I thought it was Richard up until I saw the video you were referring to. Agreed. At this point it's either an original character or Cindy (?) from Oceanside.

Huge plot twist

Imdb doesn't list a character as "man in boots" for this episode and the only thing I can think of as why we only get to see the boots is because it is someone we know and that the writers are about to drop a huge bomb into the current story. So I ask, what character in the past put people into the water that ended up being walkers like the houseboat guy does. And who in the past has lost but now thinks he or she will win as the note says. What character in the comic book appears to die and then comes back and what character are we all assuming has died in the show but we never really saw die or dead. And what actor who played that character is currently not working that much according to Imdb?

OOOOOOOOOOOOOH I like this theory. I have not read the comics in full but I have heard about them.

It would certainly fit given the "embellishments" that are on the boots, all things that would be appropriate for them. That may be a worthless assumption but, who else have we seen do that?

I'm not sure if it's been mentioned, but the boots are way too big for the feets they're on. I imagine it would be hard to find good boots in youth/ smaller sizes in the ZA. It's hard now.
